Cai Bin was born in 1931 in Hubei Province of China. In the early 1950s, he started the learning of comic painting in the North-West art college. After graduation from the college, he went to Xinjiang Province where he started to work as a professional artist.
Cai Binfs paintings were selected to participate in numerous nationwide art exhibitions as well as art exhibitions held in Xinjiang. His paintings also published in the newspapers Kwangmin Daily, Xinjiang Daily and in the magazine The Literature of the Western China.
Cai Bin is presently the President of the Xinjiang College of the research of Comic painting. He is also a member of the Artists Association of China.
