Wang Ying Chun was born in 1943 in Shanxi, China. Graduated from middle school attached to the Xi'an Academy of Fine Artist in 1961, and from Traditional Chinese Painting Department of the Xi'an Academy of Fine Arts in 1966. Later she took up painting at the Shanxi fine arts creative working group. In 1978 she entered postgraduate class of traditional Chinese painting of the Central Academy of Fine Arts.

Her works include Old man Cultivating Flowers and A Married Woman Goes Back to Her Parent's Home. To produce the Iron Wall of Taihang Mountians she cooperated Yang Lizhou and won the gold medal prize at the Sixth National Fine Arts Exhibition. The Yellow River Is Roaring won Grand Prize at the Second Liberary and Artistic works Competition of the Chinese People's Liberation Army.

She is a committee member of the 5th and 6th National Youth Federation. A national first grade artist and a member of the Artists Association of China. The business director of the Traditional Chinese Painting Research Institute.
